Broadband : Commission consults on regulatory strategy to promote very high speed Internet

T he European Commission has launched a public consultation on its revised proposals for the regulation of Next Generation Access (NGA) broadband networks, in the form of a draft Commission Recommendation. A previous public consultation held during the last quarter of 2008 confirmed general support for the objective of the Commission to achieve a common regulatory framework for NGA in order to foster timely investment in very high speed networks while ensuring that the competitive structure of the market is maintained. In the light of comments from stakeholders, the revised draft Recommendation includes mechanisms to allocate the investment risk between investors and operators seeking access to NGA networks. The draft Recommendation forms part of the European Broadband Strategy that the March European Council invited the Commission to develop by the end of 2009. The public consultation will be open until 24 July 2009. The Commission plans to adopt the Recommendation, taking account of comments received, before the end of 2009.

Haut dèbit: la Commission entame des consultations sur une stratègie de règulation afin de promouvoir l’Internet à très haut dèbit

La Commission europèenne a lancè une consultation publique sur ses propositions rèvisèes de règulation des rèseaux d'accès de nouvelle gènèration (rèseaux NGA), sous la forme d'un projet de recommandation de la Commission. La consultation publique prècèdente qui s'est dèroulèe au cours du dernier trimestre 2008 a confirmè le soutien gènèral à l’objectif retenu par la Commission de parvenir à un cadre règlementaire commun pour les rèseaux NGA afin de susciter, en temps utile, des investissements dans des rèseaux à très haut dèbit tout en veillant au maintien d'une structure concurrentielle du marchè. À la suite des commentaires des parties intèressèes, le projet rèvisè de recommandation comprend des mècanismes destinès à rèpartir le risque liè aux investissements entre les investisseurs et les opèrateurs qui demandent à accèder aux rèseaux NGA. Ce projet fait partie de la stratègie europèenne en matière de haut dèbit, que le Conseil europèen de mars a demandè à la Commission d'èlaborer d'ici la fin de 2009. La consultation publique sera ouverte jusqu’au 24 juillet 2009. La Commission prèvoit d'adopter la recommandation, après avoir pris en compte les commentaires reçus, avant la fin 2009.

State aid: Commission adopts guidance on training aid and aid to disadvantaged and disabled workers

The European Commission has adopted two guidance papers setting out criteria for the in-depth assessment of large amounts of training aid and of aid to disadvantaged and disabled workers. The guidance outlines the kind of information required by the Commission for its assessment and the assessment methodology, which is based on the balancing of the positive and negative effects of the aid. The criteria are in line with the Commission's refined economic approach in state aid analysis, based on the principles set out in the State Aid Action Plan (see IP/05/680 and MEMO/05/195 ). They are part of the Commission's efforts to clarify and simplify state aid rules.

The European Commission welcomes this document as an important support in the fight against fraud affecting the EU budget. The report by rapporteur Francesco Musotto highlights the paramount importance of a constructive cooperation between the Member States and the Commission. It stresses the key responsibility of the Member States for the sound management of Community revenue and expenditure, in particular in the areas of agriculture and structural funds, and including the recovery of unduly spent sums. Finally, the report requests concrete follow-up actions, including measures against certain Member States

Building on its working paper entitled "Coordinated and integrated approach to combat the HIV/AIDS epidemic within the European Union and in its neighbourhood", the European Commission is trying to bring together all of the interested parties in a joint action programme. In this paper the Commission lays down targets and measures to be implemented by the end of 2009 for each of the areas in which action is needed. More detailed proposals for the main areas of action for the period 2006 - 2010 are presented in the Annex.

Commission welcomes Council and Parliament approval of new Spirit Drinks regulation

European Union agriculture ministers today reached political agreement on the new Spirit Drinks regulation, thereby sealing a first reading agreement between the Council of Ministers and the European Parliament. The new regulation enhances the clarity of EU legislation on spirit drinks, combines two previous regulations into one and adapts the rules to take account of technical changes, WTO requirements and the EU's system of geographical indications. The new regulation sets out clear definitions for all spirit drinks, and should help producers market their products while providing new clarity for consumers. One of the main points of discussion since the proposal was tabled by the Commission in December 2005 has been the definition of vodka. The new regulation leaves the current definition unchanged, but changes slightly the labelling requirements. In future, vodka made from cereals or potatoes will be labelled simply as vodka. Vodka based on other raw materials will bear the indication "produced from" supplemented by the name of the raw material used. This Regulation shall enter into force on the seventh day following that of its publication in the Official Journal of the European Union.

La Commission europèenne a adoptè deux documents d'orientation ètablissant des critères pour l’èvaluation approfondie d'aides à la formation et d'aides en faveur des travailleurs dèfavorisès ou handicapès portant sur des montants èlevès. Ces documents exposent le type d'informations nècessaires à la Commission aux fins de son èvaluation, ainsi que la mèthodologie appliquèe, qui se fonde sur la mise en balance des effets positifs et nègatifs de l’aide. Ces critères sont conformes à l’approche èconomique affinèe mise en Å“uvre par la Commission dans son analyse des aides d'ɰtat, qui repose sur les principes ènoncès dans le plan d'action dans le domaine des aides d'ɰtat (voir IP/05/680 et MEMO/05/195 ). Ces orientations s'inscrivent dans le cadre des efforts dèployès par la Commission pour clarifier et simplifier les règles applicables aux aides d'ɰtat.

The Commission proposes concrete action for sustainable development and a fairer world

How should we be tackling the problem of poverty? What is the best way of managing our natural resources and the environment? How should we finance development? With an eye to the forthcoming major international events at which these and other questions will be discussed the Monterrey Conference on development financing (March 2002), the World Summit for sustainable development (in September 2002), and the practical application of the Doha development agenda of November 2001, the European Commission is proposing a first set of responses, making a forceful case for multilateralism as the only effective way of addressing these global challenges. The three communications which the Commission today adopted, at the initiative of President Romano Prodi, the Member of the Commission responsible for economic and monetary affairs, Pedro Solbes and the Member responsible for development and humanitarian aid, Poul Nielson, will be widely discussed within civil society and by the public at large.

The European Commission today proposed legislation to reduce the average CO2 emissions of new passenger cars to 120 grams per kilometre by 2012. The proposed legislation is the cornerstone of the EU's strategy to improve the fuel economy of cars, which account for about 12% of the European Union's carbon emissions. The proposal further underlines the EU's leadership and determination to deliver on its greenhouse gas commitments under the Kyoto Protocol and beyond.

European partners join lively debate on flexicurity

Today, over 400 representatives of workers and employers, NGOs and government will meet with the European Commission to debate the "flexicurity" approach. Flexicurity combines active labour market policies, flexible contractual arrangements, lifelong learning and modern social protection systems. It can help confront the challenges of globalisation and demographic ageing by ensuring that workers and employers are better equipped to manage change. The results of today's event will feed into the Commission's preparations for a policy communication on flexicurity at the end of June.

Chemicals: New European Commission determined to make REACH a success

Vice President Tajani and Commissioner Poto?nik have swiftly followed up on their undertaking given during their Hearings in the European Parliament by together visiting the European Chemicals Agency, ECHA, in Helsinki on 25 March. They are taking action to make progress towards the registration of chemicals and the management of substances of very high concern. Of particular importance is the smooth implementation of the registration of high-volume chemicals by the REACH deadline of 30 November 2010 by implementing solutions to practical problems to support industrys work, in particular SMEs. Both Commissioners also announced their common approach on the identification and management of substances of very high concern. They also welcomed progress on the translation of the guidelines for the implementation of REACH. Both commissioners underlined their commitment to the success of REACH, the European Chemicals Regulation.
